I have the Motorola Droid Ultra purchased in mid-March and have the same issue.  After spending many hours in the Verizon store and on the phone with tech support (2nd level), receiving 2 replacement phones which required backups and restores, I have given up.  I now use Hangouts and so far I believe I am receiving all my texts.  I still get the error message even when I am not texting.  The latest I heard from Verizon was that the last update had some issues (!!) and a patch was to be pushed out on 6/30.  As you can tell, 6/30 has come and gone.  I have never had an issue like this.
