All Verizon 4G phones are unlocked by default.
In theory no.
If the other person has verizon they can get it activated on their line no problem but they can't use on another carrier. It's also already unlocked for international use as well.

I bought my Verizon note 3 from someone else and I'm using it with vodafone uk ( never been with Verizon ) so it's definitely ok with other networks that use a sim card ( gsm ). That ability comes as standard but I'm not sure about cdma use.
