Using Remote desktop over hotspot

I am trying to use my remote VPN with a remote desktop connection over my verison Hotspot. The VPN tunnel shows enabled, but when I try to connect to the remote desktop it says that the remote device is not available. I can use this connection over any Wifi connection, just not over the Verison hotspot. The hotspot works fine otherwise. Can someont please help. Our IT people that the company uses, says that Verison doesn't support VPN remote desk top connections.
