Where is the System UI Tuner?

The System UI Tuner is a major feature of the Marshmallow update and it seems that, for whatever reason, Verizon decided to restrict us from having this. Is this true or am I simply overlooking something? I'd love to be wrong; just tell me where I can find it.

Previously, I mentioned Verizon holding back the feature, but it looks like it was Samsung. Verizon, please confirm or deny.

Verizon Customer Service, I'm still waiting for an answer from you. How can access the System UI Tuner?

It's Samsung. NONE of any Samsung devices have the tuner enabled.

Thank you, Tidbits. I appreciate the confirmation, since Verizon, obviously, weren't going to respond to me.

I must say, I am disappointed. That feature, alone, was the main thing I was looking forward to from the Marshmallow release.

The only devices I know of that has the feature are

Nexus and Some Motorola devices.
