what does this phone intercept recording mean when attempting to call a Verizon phone number

"Hello we can help you find another business in the area since the number you called is Not in service. Ill look for you now. press any key to continue" then disconnects

Does this mean that the number is still valid, the account holder is just not able to answer the call for some reason?

Unsure a couple weeks ago. the message is almost like an advertisement. I thought maybe it was a temporarily message that plays when phone is not able to answer for a particular reason.
