TravelPass activating without cause

This is predatory behavior on Verizon's part. They need to be investigated by the fcc for the way they are automatically activating travel passes. Honestly hard to believe they are able to get away with this.

If your device is outside of the US and is powered on, many apps run in the background even if you're not actively using the device. Even if you're using Wi-Fi overseas, it's data usage and the foreign ISP will pass the charges through to Verizon.

There are a plethora of settings that I changed in order to prevent this. It doesn't make any sense. As long as I don't sent an sms, or answer/place a call, and don't switch these settings, a pass shouldn't activate. Unless I am missing something.
