Anouncement 19 instead of voicemail while abroad

Prepaid. Every time I and my wife travel abroad callers can't leave a voicemail. This happens to both lines. 

If someone dials our numbers they hear: "We are sorry, the number you have dialed have calling restrictions that have prevented the completion of your call. Announcement 19". 

At the minute we land in the US and everything is ok.

It is absolutely normal for a voicemail to be functioning while the phone is out of service area or on airplane mode.

I tried contacted the support numerous times in the past 3 years and was on the phone/ chat with so many agents. They suggested replacing the sim back in the days, all types of reset at both our end and their end, change the number temporary.  They always promise the issue will be escalated and nothing.  Any suggestions besides changing the carrier?

Someone please correct me if I'm wrong, but before Travel Pass was added to prepaid lines (2024), if you went abroad, your line would simply stop working.  If someone tries to call a line which isn't working for whatever reason (phone disconnected, number not in use or non-working device), then they will get some generic message about the call not being able to complete.

With Travel Pass now being available to prepaid customers, in order to avoid this problem, you need to make sure Travel Pass is enabled in your account; then that would at least allow others to leave you a voicemail?  In order for you to use your phone overseas, you must first load funds into your account to cover the cost of Travel Pass before leaving the US, and then when you're elsewhere, Travel Pass will activate when you use your phone for something.

Ugh.  I'm also prepaid, but don't travel much, so didn't know this.  If even the *86 voicemails don't work, it's an issue with prepaid lines.

BTW it's not enough to just have Travel Pass enabled, you have to load funds into your account before leaving the US before anything international works.

We have travel pass enabled. We don't need to use our phones. We just need callers to be able to leave a voicemail when our phones are abroad, out of service area and to check our voicemail when we are back. We did call and chat numerous times and the issue was never fixed. How can I contact a higher support and tech level?
