Verizon can not text consumer celluar phone?

Not sure what is going on. But Backstory. I have Verizon prepaid. My dad went from verizon to Visable. Visible didnt work for him since he had some error on his new account. After almost two weeks of no phone he got Consumer Celluar and a temp number till Visible ported his old number to the new consumer cell phone he bought. His is a new Iphone SE 3rd gen, mine is Samsung S23 Plus with 5g.

When he first got his new Consumer Celluar phone he could call on others, but not me. Then after a day he could call and text me fine. Then today we were texting and suddenly I can not reply to his texts. It said "Not sent check options" and the only options are resend or delete.

We can call each other, and I can text my step mom to tell him I can not reply. But why would I suddenly not be able to text him, but still text everyone else?

Some possibilities:

-Your father doesn't have service on his phone at the moment.  It could be his phone is in SOS, or the signal strength is extremely weak on his end, which will cause texts to not be sent because the towers can't find his phone.  Power outages can disrupt wireless service, as not all towers have backup power.

-If a phone is powered off, texts are supposed to be held for some time, but how long, I don't know.  This can cause texts to be permanently lost.

-Your dad turned on "Do Not Disturb" mode on his phone and hasn't shut it off.
