We understand how frustrating unwanted Spam text messages can be, especially when they come through so frequently. From everything you have shared, it sounds like you are doing all of the right steps. Verizon does offer some additional services to aid in blocking/restricting numbers. The link below will provide the details of the additional services that Verizon offers for number blocking.

I would make sure you have third party marketing disabled with all the merchants and businesses you have a relationship with. They aren't supposed to use "existing relationship" as an excuse to sell your information but it still happens. If all the spam is a specific category, this may give you a tipoff as to where it could have started. I have a coworker (not a Verizon customer) who used to live in another state and she reported suddenly getting an influx of political campaign spam on her phone recently all coming from area codes in her former location. I suggested she contact the voter registration department for the state she used to live in and ask that they remove her information since she no longer lives there.
With all the data breaches happening these days, it's also possible shady folks have bought your information from some hack which was put onto the dark web. There are ID theft prevention services who can remove your personal info from the dark web for a fee.
I'm not a Verizon employee, just another customer trying to help.
