PA Lottery app & camera usage

Unable to use PA Lottery app to scan scratch-off tickets to verify winner or loser. When I attempt to scan the QR code, the camera app doesn't open. Instead, I get a white screen with a lightning bolt in the lower left corner (if you touch it a line goes through it, assuming it's a flash/no flash symbol) and an "x" in the lower right corner that sends you back to the previous page. I have verified that the app has permission (only allow while using the app) to use the camera via Settings>Security and Privacy>Permission Manager.

I've also uninstalled/reinstalled the PA Lottery app multiple times, still no luck. Any suggestions?

Yes, I had the same exact issue that you are describing above. What ended up correcting the issue for me was going to the Settings>Apps>PA Lottery App>Storage>Clear Data>Clear Cache. After that I went and returned to app and it prompted me to setup permissions and I allowed location services when using app and allowed camera permissions while using app. Then I was able to use the ticket scanner to check scratch offs. I hope this helps.
