Replacement phone damaged

I mailed in both of my replacement phones. I took a picture of the box and send it in. And out of nowhere, my bill was very high, and so I called and was told that my replacement phone came damage, when it was not damaged at all when I returned it. I’ve never received an email about a picture of the phone. But was told to go to my nearest Verizon store since they would have a copy of the phone that was damaged. Which doesn’t make sense. I feel like Verizon is taking advantage of people and saying that replacement phones came in damaged.  I also seen several thread about replacement phone being returned damage when it wasn’t. With that said I think this is why Verizon was probably sued because hidden fees. so now I have to drive to my Verizon store and ask for a photo of my so-called damaged iPhone 13 mini. I thought they would send it directly to my email which is weird. so now I’m left with this huge bill. I can’t pay because they said the phone came damaged when it wasn’t. my service was disconnected even though I paid my original bill, but now they said I have to pay for late fees, which I didn’t have that come to find out that it was because of this so-called damage replacement phone.
