The phone is located in Bulgaria, my friend left it to me, but I can't use it. I am looking for a way to be able to use it.

The Verizon unlocking policy says if you have the phone activated and used on the Verizon network for 60 days, it will automatically unlock, and it doesn't get re-locked again later. From what you're describing, it sounds like this phone was shut off (blacklisted) because Verizon's network is only in the US.
I'm not a Verizon employee, just another customer trying to help.

Could I use a prepaid card to activate the phone for 60 days outside the USA?

Hello, achikojiji. My apologies, but you must activate the service while in the U.S. to then use the device to qualify to unlock the phone. https://www.verizon.com/about/consumer-safety/device-unlocking-policy
