I get that the system will charge an upgrade fee of $20 and taxes need to be paid on the 'purchase' as it is seen.
Can VZW issue a "discount code" to note7 owners to waive the upgrade fee?
As far as taxes, couldn't this be applied to the bill, then immediately credited?
Or is this more of a 'keep the money flowing in-house' tactic?

This approach is to avoid up-front costs to customers with a defective device.
I'm not asking for a huge credit for the inconvenience of taking a lesser device in 'upgrade' form. I'm just asking that VZ handles the exchange without incurring up-front costs regardless if it will be 'credited later'.
I don't want to pay more for safety or pay more to stress out that my device will catch fire.
This is like saying a Volkswagen dealer wants it's customers to pay for their environmental fix recall first, then they'll pay their customers back later.
VZ doesn't need a 'loan' from me.
