Changing Plan

A Verizon agent changed my plan and did not explain it would start 10 days from call in change date.  I explained my current plan has limited data usage and needed to change to unlimited now. He confirmed a price verbally then sent me a text to agree to a higher price and I questioned him and he said do not worry you will get a credit and the lower price will be your monthly cost. I believed him and agreed.  So as of today I have the same data eating package which is charging me to use my phone beyond my 8GB of data limit.  So I cannot find anyone who can help to stop the Verizon system from charging me for data usage. 

Who can I speak with to correct this problem before Verizon send me a bill way over my normal monthly charges?

The Verizon young man has put me a VERY BAD financial situation and I have NO SAY in it.  HELP! PLEASE!
