Older files missing when switching from one cloud to other 2TB Shared Cloud Storage

Scenario
1) ph# 1111 is the parent master owner of account with a number of "child" users.
2) ph# 2222 has been saving to Verizon Cloud Storage ph#2222 from a Samsung S9. There are 10 years if files in 2222's cloud storage.
3) ph# 1111 adds/shares cloud storage with ph# 2222, with the understanding that the files already on 2222's cloud will "follow" to the 1111 shared cloud.
4) ph# 2222 saves 4 years of files on a recently acquired new Samsung S24 to the 1111 cloud storage but as 2222.
5) After the save upload, user 2222 is surprised to find the older 6 years of saved files are now missing!
WHAT HAPPENED TO THE MISSING OLDER 6 YEARS OF FILES???
My first thought was IBM lost the files after repeated creation and deletion of cloud storage to the different ph numbers. Verizon L2 tech reps offered to restore the files to ph# 2222, but other reps have indicated this is not possible.
Need someone to confirm my newest theory. The files are not lost or missing, but still in the ph# 2222 cloud storage. That the files didn't "follow" ph# 2222's file into ph# 1111's shared 2TB Vloud Storage. If so, would the correct remedy be to have ph# 2222 leave ph# 1111 shared storage and return to its original dedicated ph# 2222 cloud storage?
