Canceling line after death


One of the users in my account recently passed away. That person and the family were visiting their home country.  If it was in the USA it could have been much easier to get all the documentation but since its abroad, I am unable to get the death certificate from that user's family.

A few months back I  was offered buy one get one free offer by Verizon and I got that deal. The phone she has is on promotion and free phone and I am getting credit on my bill. When  I started chatting with Verizon agent then they told me to go to the corporate store with death certificate and return the phone too. Now the problem is I am unable to return the phone because the user took it and the agent also told me that if I don't return that phone I have to pay the remaining balance. Please help me how can I resolve it.
