I need to know if it would be cheaper to add my phone to a line of an existing account, or add it to a new account.

It will normally be cheaper to simply add it to an account. Sharing data is less expensive than each line having its own pool of data.

For example, if you have 2 lines on separate accounts, each with a 3 GB data allowance your total monthly cost would be 2 x ( $20 line access fee + $45 data allowance) = $130. If you have 2 lines on 1 account your total monthly cost would be 2 x $20 line access fees = $40 + $60 data allowance = $100. That is a savings of $30

If you have 3 lines on one account with 12 GB in shared data and 1 line on a separate account with a 3 GB data allowance your monthly cost would be 4 x $20 line access fees = $80 + $80 data allowance + $45 data allowance = $205. If you have all 4 of those lines on 1 account with an 18 GB data allowance your total cost would be 4 x $20 line access fee = $80 + $100 data allowance = $180. That is a savings of $25/month.

It depends. Has your phone been on Verizon before? Is the phone coming from an active account, on contract or is it on device payment plan?

The phone is not active, I have never been on Verizon before. It pretty

much is a deactivated phone that I want to put on a active account.

If the phone is a Verizon phone, with a clean IMEI, the account owner (if eligible to add additional line) can add the phone to their account by logging in to their My Verizon account, or by calling 1-800-922-0204.
