Gizmo to Apple Watch

My son accidentally jumped into a pool with his Gizmo 2 on and it no longer works. When we went to the Verizon store, the woman working told us we could get an Apple Watch and pair it to our old, inactive iPhone, using the same number from his Gizmo line. So we bought the watch and came home to set it up, but it is not marked as an eligible device to transfer the watch to AND so it does not have cellular date. Just wifi. He does not have a phone and will not have a phone, just the watch. Please help me get his new Apple Watch hooked up to his phone number so I can communicate and know where he is.

Verizon needs to upgrade the smartwatch line from a Gizmo one to a regular smartwatch line before the Apple Watch will work properly. Despite the Apple Watch having cellular capability, I would still think it must be paired to a smartphone? If the iPhone it's paired to isn't working, that can be another issue.
