IPv6 on business with static IP, take two

While looking at my Verizon portal, I noticed the inclusion of a new line for the setup of my static IP addresses: IPv6 gateway. Even though it contains an IPv4 address, it sparked my hopes of finally getting native IPv6 access thru this service.

I then found an article by @Cang_Household
with details on Verizon's IPv6 PD, including a brief set of Mikrotik screen captures. That was enough for me to attempt replicate on my IOS-XE gear, sure enough to no avail. Nothing comes back from the ICMPv6 RS messages, nor replies for DHCPv6 attempts.

I see APNIC reports over 60% adoption of IPv6 from AS701, so am I safe to assume I'm on the 40% left because I'm using either business or static IP addressing? Or is it just my OLT/POP (Balt Co, MD) that isn't up to snuff yet?

Also from other discussions, worth mention that I'm a network person by trade with enough telco knowledge to have a good chat in engineering level.

The article on IPv6 Prefix Delegation, Static Routes, and GPON Packet Padding by @Cang_Household
, refers to setting up IPv6 for residential customers. I am getting a /56 delegated prefix from my DHCPv6 residential account. I don't know if you would get that for a business account where your IPv4 address is static. I don't see why a /56 delegated prefix would not be offered to business customers, too, but I have no way of testing that.

I'm in the Leesburg area in Virginia, and my router does get a /56 delegated prefix. I created a GitHub project containing examples of the scripts I use with a Linux-based firewall, but I don't know if that would be useful in setting up a Cisco IOS XE router.
