alter.net -> as3491.net peering issue, packet loss

Hello,

I'm experiencing intermittent packet loss sessions that last about 1-2min each between alter.net and as3491.net, about once or twice every hour. This has been happening for weeks. I searched the forum and have seen other people report exactly the same issue:

I have pingplotter screenshots outlining the issue as it happens. Note that connectivity is fine to other endpoints while this is happening. Issue appears to be between these two hops:

Anything ICMP-related (Pings, Traceroutes, IP SLAs, etc) are not suitable tools for detecting latency or connectivity.

Autonomous System Border Routers (ASBR) are typically instructed to de-prioritize ICMP traffic and drop the ICMP altogether to conserve bandwidth in times of congestion.

I would need to see TCP handshake or UDP/QUIC handshake to determine latency or packet losses.
